CALL TO ORDER
Mayor William Herrington called the regular meeting of the Lawrenceville Town Council to order at 7:30 p.m. on March 14, 2017.
Roll was called; Present: Mayor William Herrington; Council Members: Joyce Bland, H. B. Brockwell, Jr., Dora Hardy, Scott Martin, Martha Myers, Robert F. Pecht, III, and Alice B. Talbert. Also present: Town Attorney, W. C. Outten, Jr., Town Manager, C. J. Dean, Police Chief, Everette Gibson, Town Clerk, Wanda Johnson, Dale Temple, Daisy Temple, Kimberly Martin, citizens and the press.
APPROVAL OF MINUTES
A motion was made by Mr. Pecht to approve the minutes of the regular meeting on February 14, 2017, as received, suspend the reading and file. This was seconded by Mrs. Talbert and carried by all ayes.
APPROVAL OF AGENDA
The agenda was approved as presented.
Mr. Martin reported that the EDA is in communication with Mike Dotti from Long & Foster to develop a marketing plan for the Peebles building. Mr. Martin, Wendy Wright and C. J. Dean met at the Peebles building today with representatives from Virginia Growth and the Department of Housing and Community Development. They will continue to work together to market the building. The next EDA meeting will be April 4, 2017, at 5:30 p.m.
RECOGNITION OF CITIZENS
On behalf of Town Council, Mr. Martin recognized Dale and Daisy Temple and presented the Temple Family with a certificate of appreciation for their support of the 2016 Farmers’ Market. Their daughter, Gail Temple Rhodes, could not be present. Mr. Temple commented that the community has supported their business since it opened in 1973 and he was glad to give something back to the community.
Mayor Herrington reported that the Town of Lawrenceville will host a meeting of local merchants and downtown storefront owners on Wednesday, March 29, 2017, at 7:00 p.m. The meeting will be held at the Brunswick County Library. The purpose is to discuss ideas and recommendations to increase businesses in downtown Lawrenceville. A suggestion form has run in the Brunswick Times-Gazette for the last two weeks. The form can be completed and returned to the Town Office.
The RAM event, Random Access Medical, is set for June 23, 2017, to be held at the Greensville County High School. Wendy Wright will be invited to speak to Town Council about the event.
A Small Business Networking Session will be held at Fort Pickett at the Officer’s Club at Pickett Park on March 20, 2017, at 3:30 p.m. The purpose of the session is to provide subcontractors an opportunity to learn about the construction contract for the U.S. Department of State, Foreign Affairs Security Training Center.
This is Read Across America Month. Mayor Herrington invited members of council to visit a local school to read to children. This also relates to the Mayor’s Pre-K Reading Club. In excess of 120 books have been donated to local pre-school programs.
REPORT OF TOWN ATTORNEY
Mr. Outten reported that we are now in position to demolish a couple of houses. The Town will be taking bids on these shortly.
REPORT OF TOWN MANAGER
OLD SOUTHERN STATES BUILDING
Mr. Dean reported that, in the packet, there is a rendering of what the Southern States building could look like as we move forward to get a client into the building.
Mr. Dean reported that there was a meeting with DHCD at the Peebles building today. Long & Foster is moving forward to market the building and DHCD is assisting as well. This is in an effort to meet grant requirements by June 30, 2017.
SPRING CLEAN UP WEEK
Spring Clean Up Week has been scheduled for the week of April 10-14, 2017.
Mr. Pecht reminded everyone of the budget process. A draft budget is presented in April for a public hearing in May and adoption in June. It is imperative that committees get their requests in to the town office for consideration in the draft budget. FY 2017-2018 will be a tight budget year.
Mr. Brockwell requested that $5,000.00 be considered for next year’s budget to fund a scholarship to Southside Virginia Community College, pending a match by Brunswick County or another locality in Brunswick County.
FIRE AND EMERGENCY SERVICES
The fire department responded to 21 calls in January. Of the 21, 1 was in the town limits and 20 were outside the town limits. Also, 17 were in the LVFD First Due area, with 4 being mutual aid to other agencies. Approximately 314.48 man hours were expended.
The fire department responded to 24 calls in February. Of the 24, 3 were in the town limits and 21 were outside the town limits. Also, 16 were in the LVFD First Due area, with 8 being mutual aid to other agencies. Approximately 149.54 man hours were expended.
The fire department will hold the cornhole tournament in June. LVFD will host the annual Southside Virginia Volunteer Firefighters Association convention and competition in September 2018.
Work continues on the update of the employee handbook.
Ms. Hardy stated that a report is in the packet. Ms. Hardy also reported that the committee met regarding the vacant police officer position. The committee recommended that the position be advertised. The ad has run in the paper twice and the deadline to apply is March 17, 2017. A DEA sponsored prescription drug take back event will be held April 29, 2017, from 10:00 a.m. until 2:00 p.m.
PROPERTY & EQUIPMENT
Mr. Brockwell asked Mr. Dean to discuss equipment needs with the departments for the budget and also in terms of a five year capital project plan. It is good to have a capital project plan in place in case a grant opportunity becomes available.
STREETS, LIGHTS & CEMETERY
There was no report.
Mr. Brockwell is hopeful that more suggestion forms will be returned. Ms. Hardy suggested that the suggestion form be shared on Facebook. Mr. Brockwell advised that he will not be able to attend the meeting on March 29, 2017.
There will be a committee meeting following the council meeting tonight.
DOMINION VIRGINIA POWER UTILITY USAGE
Mr. Dean discussed the Dominion Virginia Power Utility Usage report he included in the packet. It shows the projected usage and revenue as compared to the actual usage and revenue. The winter months are good. June, July and August do not hit the projected numbers. The water is about 2/3 of what was expected, the amount of sewer is greater than projected. The problem is that the revenue share with the IDA is based on the water revenue. The IDA is receiving its share, the Town is not. The revenue is 8-10% below projections. Mr. Pecht advised this is critical as it impacts the entire budget and we have to get past the next three years of loan repayments.
Mr. Dean discussed the Notice of Violation that the Department of Environmental Quality issued regarding the wastewater treatment plant. A copy of the NOV and Mr. Dean’s response is in the packet. The wastewater treatment plant upgrade, which is under construction, would have prevented the test results from being outside of permit limits. The town is now testing twice a week and the construction project should be completed by October 2017.
Mr. Brockwell stated that the reports are in the packet and the departments are doing a very good job.
HOUSING CODE ENFORCEMENT – POTENTIAL NUISANCE PROPERTIES.
Mr. Dean discussed a list of properties that have delinquent taxes owed and are also potential nuisance properties. Mr. Outten advised that it would cost approximately $1,000.00 per property parcel to be taken to a tax sale. The Town would have to absorb the cost of collections as a few might come out ahead but most would not. Most properties are also not worth what it would cost to demolish them. It is Town Council’s decision what to take to a tax sale and what to spend. The Housing Code Enforcement Committee will look at the list and present a plan of action at the next council meeting.
Mr. Dean is taking pictures and working on a list of abandoned vehicles. Each property owner has to be notified of violations by a letter.

WELLNESS – WALKING COMMUNITY
Mrs. Myers reported that the walking community will begin meeting again soon. The committee has not talked to the county about the YMCA using space in the Brunswick County Conference Center yet.
The Lawrenceville Lions Club requested the use of the Lawrenceville Airport for its 35th Annual Seafood Feast to be held on May 3, 2017, from 4:00 p.m. until 7:30 p.m. A motion was made by Mr. Pecht, seconded by Mr. Martin and carried by all ayes, to approve the Lions Club request to use the airport subject to approval by the Board of Supervisors and the Airport Commission and obtaining the proper permits and insurance as required by the County.
A resolution will be drafted to honor Red Anglin for his service on the Airport Commission.
LAWRENCEVILLE PLANNING COMMISSION
Mrs. Bland reported that the planning commission members received a draft copy of the updated comprehensive plan for review. The planning commission needs to meet on the plan once more before council members get a copy for review.

CONSIDERATION OF ACCOUNTS
A motion was made to pay the bills as presented, in the amount of $96,009.77 and charge to the proper accounts. This was made by Mr. Pecht, seconded by Mrs. Myers and carried by all ayes.
IF I WERE MAYOR CONTEST WINNER
Ms. Hardy commented that the winner of the contest was featured in the VML Virginia Town & City magazine. Trey Mitchell, a seventh grade student at Brunswick Academy, was the statewide winner of the VML “If I Were Mayor” essay contest. Mayor Herrington reported that the young man is playing baseball and could not attend the meeting tonight. We will welcome him at a later date.
THE REIGNING CHRIST CHURH & MINISTRIES
Mr. Dean reported that he requested a meeting with VDOT staff; a meeting date has not been set yet. Mrs. Bland reported that she talked to Rev. Angel to let her know a meeting will be set up.
There being no further business to come before Council, a motion was made by Ms. Hardy, seconded by Mrs. Talbert and carried by all ayes to adjourn the meeting.
