The regular meeting of the Lawrenceville Town Council was called to order at 7:30 p.m. on December 9, 2003 by Mayor Keith W. Clarke with the following present:

 

Mayor Keith W. Clarke; Council members: Joyce D. Bland, H. B. Brockwell, Jr., Wilbur Hardy, John J. Miller, Jr., Michael F. Moorman, Woodrow Packer and Robert F. Pecht, III; Town Manager, C. J. Dean; Supt of Public Works, Randy Lynch; Administrative Assistant, Wanda Johnson; Town Clerk, Alice B. Talbert, and citizens.

Absent:  Town Attorney, W. C. Outten, Jr.

 

Mr. Hardy opened the meeting with a prayer.

 

Roll was called.

 

Mr. Dean stated that council needed to adopt grant documents for the Scotts CDBG funding.

 

 After a discussion, Mr. Moorman made a motion to adopt the Public Body’s Local Business and Employment Plan as presented.  This motion was seconded by Mr. Brockwell and carried by all ayes.

 

A motion was made by Mr. Moorman to adopt the Residential Anti-Displacement and Relocation Assistance Plan.  This motion was seconded by Mr. Brockwell and carried by all ayes.

 

Mr. Moorman made a motion to adopt the Fair Housing Certification as presented.  This was seconded by Mr. Brockwell and carried by all ayes.

 

Mr. Dean reported that he had received a letter concerning the Virginia Main Street Program work session to be held on January 13th and 14th.  Mr. Dean was asked to attend for the Town.

 

Mr. Dean asked that if any council member would like to have the VML legislature updates e-mailed to them daily to see him as VML now offers this for council members.

 

A copy of the 15th Annual Virginia Water & Wastewater Rate Report 2003 was included in the packets.

 

A discussion was held concerning the milling of the payment on Windsor Ave.  Mr. Dean stated that the contractors were coming back to smooth out around the manholes.  Council asked that signage be placed at both ends of the street as to what was being done.

 

Council was given copies of the new audit.  Mr. Pecht stated that Mrs. Williams, our auditor, would be meeting with the finance committee before the January meeting.  Council members were asked to go over the audit before the January meeting.

 

Mr. Pecht stated that the finance committee had met before Council to discuss contracting with James Alga, CPA to assist the town in the transition to the new reporting required by GASB 34 for 2004. 

 

After a discussion, a motion was made by Mr. Brockwell to accept the recommendation of the finance committee to contract with James Alga, CPA at a sum not to exceed $3500 to assist with the implementation of the new GASB 34 accounting regulations.  This was seconded by Mr. Hardy and carried by all ayes.

 

Mr. Brockwell asked that we include in the contract that his services include continuing oversight of the procedures.

 

Dean Packer reported the fire department had 16 calls in November.

 

Mr. Dean reported that the town has 30 flags in need of replacement.  The cost of replacement for the 3x5 flags would be $810.  Mr. Miller made a motion to purchase 30 flags at a cost not to exceed $810.  This was seconded by Mr. Moorman and carried by all ayes.

 

Mr. Dean stated that Virginia Carolina is working on miscellaneous water/wastewater project in town.

 

A copy of a letter from VML congratulating the town on being a Platinum Star Member for 2002/2003 was included in the packets.

 

A motion was made by Mr. Miller and seconded by Mr. Hardy to pay the bills in the amount of $36,417.48 as presented and charge to the proper funds.  This carried by all ayes.

 

Mayor Clarke thanked the town crew for the fine job done putting up the Christmas decorations.  Mayor Clarke thanked Mr. Moorman for the beautiful wreath donated by Mr. & Mrs. Moorman for the town office building.

 

Everyone was reminded of the Christmas parade to be held Friday night, December 12th at 7:30 p.m.  Over 50 entries have been received. 

 

Judging for the business and home Christmas decoration contest will be held on Friday night, Dec. 12.  The winners of the $250 prizes will be announced Monday, Dec. 15th.  There is still time to enter by calling the town office.

 

December 18th has been set as the date for the annual employees lunch.  All council members are invited. 

 

Mr. Dean reported that the new welcome sign to be placed near the St. Paul’s Student Center is on hold waiting for Dominion VA Power to cut trees.

 

Mr. Moorman asked that Mr. Dean and the Streets Committee study the possibility of late charges being applied to dumpster fees and report back at the January meeting.

 

Mayor Clarke stated that Bill Cogsdale and Richard Glassco had contacted him about a possible military air show in June during the Antique Car Club’s planned family weekend.  Mayor Clarke asked Mr. Pecht and Mr. Moorman to meet with Mr. Cogsdale and Mr. Glassco.

 

There being no further business to come before Council, a motion was made by Mr. Brockwell and seconded by Mr. Miller to adjourn.  This was carried by all ayes.
